The first time Thomas Rouland was arrested, his 3-year-old son was allegedly walking down the road.

When Rouland was arrested the second time, the boy was walking around on a second-story roof, Wayne County Sheriff's deputies allege.

Rouland, a 37-year-old Sodus resident, is now accused of endangering the welfare of a child and criminal contempt. He was arrested after neighbors spotted the 3-year-old boy walking on the roof of his family's home, according to information from the Wayne County Sheriff's Office.

The neighbors implored the boy to stay away from the edge and called 911.

Rouland was also arrested on April 1 after the same boy was found walking along Maple Avenue near Route 104, the Sheriff's Office alleges. Rouland was then ordered to "refrain from creating an unreasonable risk" for his children, said a statement released Saturday by the Sheriff's Office.

Rouland has been arraigned on the latest charges and released on his own recognizance.

Local child protective service officials are also involved in the investigation.
